General Flood Advisory (Final) Under present weather conditions, At 3:00 AM today, the center of Tropical Storm "KIYAPO" {NOUL} was estimated based on all available data at 355 km East of Aparri, Cagayan (18.2°N, 125.0°E) with maximum sustained winds of 65 km/h near the center and gustiness of up to 80 km/h. It is moving West Northwestward at 30 km/h. Southwest Monsoon affecting Mindanao and the western sections of Southern Luzon and Visayas. The 12-hour rainfall forecast is isolated Light rains or thunderstorms. WATERCOURSES NO LONGER TO BE AFFECTED : + **Agusan Del Sur** - Rivers and its tributaries particularly Ojot, Wawa, Libang, Maosam, Kasilan, Gibong, Adgaoan, Simulao, Kayonan and Andanan. + **Dinagat Islands** - Rivers and its tributaries particularly Malinao Inlet and Gaas Lulet. + **Surigao Del Norte** - Rivers and its tributaries particularly Surigao and Magallanes. + **Surigao Del Sur** - Rivers and its tributaries particularly Cantilan, Carac-An, Tandag, Tago, Hubo-Oteiza, Hinatuan, and Bislig. + **Agusan Del Norte** - Rivers and its tributaries particularly Lake-Mainit-Tubay, Asiga, Agusan, Linugos, and Cabadbaran.
