The No. 8 Southwest Gale or Storm Signal is in force. This means that winds with mean speeds of 63 kilometres per hour or more are expected from the southwest quarter. At 11 a.m., Severe Tropical Storm Noul was centred about 100 kilometres north of Hong Kong Observatory (near 23.2 degrees north 114.3 degrees east) and is forecast to move north-northwest at about 15 kilometres per hour into inland Guangdong and continue to weaken. Noul is moving steadily into inland Guangdong, and continues to depart from Hong Kong while weakening. However, gale force southwesterly winds are still affecting parts of the territory offshore and on high ground occasionally. With Noul departing further, local winds are expected to weaken. The Observatory will issue the Strong Wind Signal, No. 3 at 12:40 p.m. Under the influence of the intense outer rainbands associated with Noul, there will still be frequent heavy squally showers and thunderstorms over the territory today. Seas will be very rough with swells. Members of the public should remain on the alert, stay away from the shoreline and not engage in water sports. In the past hour, the maximum sustained winds recorded at Waglan Island, Ngong Ping and Lau Fau Shan were 72, 71 and 67 kilometres per hour with maximum gusts exceeding 85, 94 and 86 kilometres per hour respectively. 1. Although the tropical cyclone is moving away from Hong Kong, gales are expected to persist for some time. Please continue to stay indoors until winds moderate. Do not touch electric cables that have been blown loose. 2. As gales and violent squalls are still occurring in places, precautions should not yet be relaxed. 3.
