Strong Wind Signal, No. 3 was updated at 8:45 p.m. on 25 July Here is the latest Tropical Cyclone Warning Bulletin issued by the Hong Kong Observatory. The Strong Wind Signal, No. 3 is in force. This means that winds with mean speeds of 41 to 62 kilometres per hour are expected. At 9 p.m., Typhoon Noul was estimated to be about 170 kilometres east-southeast of Hong Kong (near 21.9 degrees north 115.8 degrees east) and is forecast to move northwest at about 18 kilometres per hour towards the coast of eastern Guangdong. In the past few hours, rainbands associated with Noul gradually affected the coast of Guangdong. Strong winds were also recorded over many places in Hong Kong. According to the present forecast track, Noul will make landfall over the vicinity of Huizhou to Shanwei tomorrow (26 July) morning, skirting around 100 kilometres northeast of Hong Kong. Its gale winds are expected to affect Hong Kong gradually. Local wind force will rise further overnight. The Observatory will issue the Gale or Storm Signal, No. 8 at 10:10 p.m. tonight. Under the influence of the rainbands of Noul, there will be frequent heavy squally showers and thunderstorms tomorrow over the territory. Seas will be rough with swells. Members of the public should complete all precautions as soon as possible, stay away from the shoreline and not engage in water sports, and pay close attention to the latest weather information issued by the Observatory. In the past hour, the maximum sustained winds recorded at Tate's Cairn, Waglan Island and Green Island were 53, 51 and 48 kilometres per hour with maximum gusts exceeding 68, 68 and 56 kilometres per hour respectively. 1. Please complete precautions as soon as possible. Make sure objects likely to be blown away are securely fastened or taken indoors. Check if all windows and doors can be securely locked. 2. Drains should be cleared of leaves and rubbish. People in low-lying areas should take precautions against flooding. 3. Flights at Hong Kong International Airport may be affected by the weather.
