This means that winds with mean speeds of 41 to 62 kilometres per hour are expected. At 2 p.m., Severe Tropical Storm Noul was estimated to be about 140 kilometres north of Hong Kong (near 23.6 degrees north 114.2 degrees east) and is forecast to move north-northwest at about 15 kilometres per hour into inland Guangdong and continue to weaken. With Noul continuing to move into inland Guangdong and away from Hong Kong, local winds are moderating gradually.
